I created this artwork just a few minutes ago using Photoshop Elements 8. I got the stock images from deviantart. There were three different images in which I used: the building with the sky, the girl in the dress and the angel wings. I did some adjustments to the girl so she can more match the photo of the building photo. I also used the dodge and burn tool to add and subtract the lighting on her and the shadow. To make it look like she was in the sky, I copied parts of the building and placed them in the layer in front of her. After editing all this, I decided to make the image black and white.
